Server property to set permission level of indirect commands

Add a server property similar to

function-permission-level

that allows players to set the default permission level of commands not directly executed by the player. I recommend this change as it can significantly improve experience of players using features on servers like clickable chat messages and dialog actions, which currently are limited to what can be done with /trigger, a semi-functional workaround that doesn't allow dynamic commands or to any significant extent.
