Minecart tick speed

I don't know if this is already a feature but if it is not continue reading this. I saw a video the other day that said you can change the speed in java creative mode. I think you can make it in survival to you have to put a Minecraft down than redstone than a repeater than click on how much faster you want it to go for example I want it 3 time faster than normal you put down a Minecart than redstone dust than a repeater I will click it 3 times to make it go 3 times faster after the pit more redstone dust than a lever click the lever than the Minecraft will go faster and stay the fastest untill you do it again and when you break it it still stays the same speed when you want to decrease the speed you will click it a smaller number than the one you chosen and please ad it into mine if it isn't already
