Bedrock Skin and Cape Customisation

In java edition, there are 3rd Party websites where you can make skins and capes for your character. On MCPE and windows, you can get custom skins but on console (which apparently consists of ~60% of the Bedrock Player base) this isn't possible. My idea is for Mojang to add a full pixel-by-pixel skin customisation and (optionally) a custom cape+elytra customisation.
