Right now, there is a big chance to find a pale garden and never find a creaking in it. This is due to pale garden biomes being comically small. Maybe like 50x50 blocks big (I have seen them smaller) and the chance for creaking hearts being very low.
Solutions are simple: Either make sure that pale garden biomes are bigger (Like, substantially bigger, the minimum size of the biome should be at least 3 times more than it is right now), increase the spawn rate of creaking hearts (the enemy is not that hard anyways) or just hard code it so every biome spawns at least one tree with a creaking heart.
Why even do this? In worlds without elytra, finding a pale garden can be painfully slow. I have found myself in multiple pale gardens without finding one single creaking. One time I visited 3 pale gardes where there was no creaking, just to find ONLY ONE in the fourth forest I visited after 3 hours of exploring. That just isn't fun.
