Bring back frame skipping / frame rate options on iOS

Android Bedrock Edition still has frame skipping and frame rate options. On iOS these options were removed, which causes the game to lock to 30 FPS. This works very poorly with shader packs and negatively affects performance, even on capable devices. Please bring back frame skipping or add equivalent frame rate controls on iOS.
