Some ideas to bring a bit more implicit story and development to villages. I attempted to anticipate and avoid militarization loopholes.
1. If no villagers die in a raid, x illagers spawn, lead by a captain with a unique banner. They pathfind to bell, and blow a goat horn. Until they reach the bell, villagers panic normally
2. Illagers roam like an iron golem, but villagers still keep a distance.
3. If a threat is detected, Illagers sound an alarm. Nearby villagers will panic and go inside. After a period in which no threats are detected, a second alarm ends panic.
4. If provided with a new banner, a captain will drop whichever he is currently carrying.
5. The Illagers link to a village’s bell. If the bell is broken, they will become unlinked and roam. They will not sound their horn or attack monsters if not linked to a bell.
6. If removed from their village, an illager will attempt to walk back. They will only link to a new bell if they become unlinked from their bell first.
7. They attack all unfriendly mobs and other illagers (even other guardians) not linked to their bell. Perhaps they may become aggressive if unlinked for too long?
8. Illagers who lose their captain will attempt to recover the banner. The pillager that recovers the banner becomes the captain. Illagers with no captain will not sound an alarm, but will still attack threats.
9. An illager who has no captain will link to the closest captain with less than two followers.
