Currently the steve.png in the entity folder of the game's assets is mostly vestigial, and the player will only see it if they're trying to play without an internet connection. The way the game works now is that once you create a new account, one of minecraft's several "default" skins is applied automatically as a custom skin to your account. It is currently impossible to have no custom skin at all and instead use the default game texture, or the texture of a texture pack. This, I think, is a flaw. Texture packs can allow you to do many things with the minecraft skin that you may not be able to otherwise, such as support for higher resolution textures as in bedrock addition. Some people also have an appreciation for the true "default" experience, and preventing that from even being an option for something as fundamental as the way your character looks, in my opinion, is a mistake.
As for how this is to be implemented, I would say simply restore the option that you gave in previous versions. I'm unsure when exactly this was removed, but in the time where you used a mojang account to interface with the game, they had a "reset skin" button that completely removed any custom skin from your account, instead pulling your appearance from the game's textures. Simply altering the current "reset skin" button's function, or possibly adding a new button to accomplish this would be sufficient.
