Illager banner make illagers friendly

Id like to be able to interact more with illagers, make some trade things with you and such, but you have to be holding a banner(or maybe we could offhand it?) otherwise they will act as normal and attack. For balance purposes it should only work either outside of raids or only at illager outposts
