Future cape quests and similar should earn achievements to prove completion

The community copper cape quest provided the opportunity to earn a cape in game by placing an item but no immediate feedback was given to the player to prove the quest has been completed.

I propose that future quests of this kind should be tied to an achievement that when earned can prove eligibility for the reward.

Implementing this change will remove any ambiguity as to whether a community quest has been completed successfully.
