[Bedrock]Option To Allow Global Resources To Take Priority Over World/Realm

I have a survival world with friends and some of us have global resources on and some or all of these global resources are overwritten by the resource packs applied to the world. There should be an option in world settings to allow players' global resources to take priority over the packs applied to the world.
