Extending the features of Glow Ink Sac

Adding a function to apply glow inck sac to colored blocks like wool, concrete, cement, terracotta, glazed terracotta, colored glass, and panels so that they begin to glow in the dark and be noticeable. This feature will be useful for construction and decor. If the player wants to cancel it, they can rinse it off with a water bottle.

  good idea I like how it gives functions to two pretty useless items, the glow inc sac and the water bottle
