Seperate the creeper into one mob that appears at higher light levels and can only explode by being looked at similarly to the enderman, and one mob that appears in more hostile environments with less light that explode in close contact like regular creepers
This would alleviate some of the difficulty of having to deal with creepers appearing from nowhere and destroying your build while maintaining the iconic nature of the creeper
This would also allow the Minecraft team to redesign the creeper like many fans have speculated they have wanted to do, by making the higher light creeper more green in order to more closely resemble the Minecraft dungeons etc creeper and having the lower light creeper keep the current creeper texture. On top of the more consistent creeper, showing the easier to deal with creeper as being greener than the harder one is an indirect hint to the player that the easier ones are exposed to more sunlight and further encourage the player to keep their surroundings lit up
I think this change is worth at least consideration and would overall benefit both players and developers by adding new variety in pre existing mobs
