So my solution for custom skins on console is simply an image link. You could create a link of the png--maybe from Google Drive copy link and/or data:image or something. You'd hit the gray skin icon in Dressing Room then enter the link :) Maybe the non console devices could have it too--on the right of Upload New Skin
