Data Driven Horse Variants

Regular horses should be data driven. Most other mobs have data driven variants, such as cats/dogs, farm animals and now the zombie nautilus with it's coral variant. With the Mounts of Mayhem drop coming up, I think this would be the perfect time to add this option for players.
