New entity that can ride a boat and attack with a fishing rod

There is a very small chance that it will spawn with a chest boat instead of a regular boat. The loot from the chest boat would be as follows: tropical fish, cod, coal, and an enchanted fishing rod. Most boats are crewed by two entities that attack with fishing rods.
