Wooden tools should be able to mine Copper blocks

With the new copper tools recently brought into the game, I think it's a little tedious that we have to get stone before we can get copper tools; considering copper and stone have the same mining tier. I think it'd be better if the player could just mine copper with wooden tools; allowing the decision to skip stone tier if there's a vein exposed on the surface.
