Remove slow block mining when riding mobs

With the happy ghast and now the nautilus being added, especially when you consider them useful for building, rideable mobs making you mine blocks slower is really annoying. It's even worse with the nautilus, since your underwater, and being underwater slows your mining speed. 

Just remove slow mining while riding mobs, it will make it 100 times better for builders and explorers, and it wouldn't be too far stretched of an idea, since horses, camels, donkeys and mules can swim on horseback now.

  i would make it an enchantment as it makes sense to slow mining speeds when riding.
