Make a way to add a tag to an item

Make a way to add a tag to an item so that people can make purely vanilla custom enchants with books Eg: Fire Immunity The way I did it is a tag on an item that runs a command that give them fire Res But I want a book with fire Res 255 that when put on a piece of armour it gets deleted and replaced by a tag!!

    already exists i think, custom enchants work with datapacks, and we can use custom_data compenent for tags

    It isn't a thing, /tag is a thing for ENTITIES and I don't like using datapacks cus they melt my brain
