Resolution scale for java (just like it's on bedrock edition)

Add a similar option to bedrock edition’s resolution scale which scales the resolution of rendered stuff while leaving the GUI stuff at the native resolution, like:

in 1080p at 50% resolution scale it will only render the world at 540p while the GUI still renders at 1080p.
This could help with performance while not needing to change the entire display resolution
