If you don't want to make piglins ride hoglins but still wanted nether jockeys, skeleton piglins could be added that have a chance of riding skeletal hoglins both of which would spawn naturally in soul sand valleys. Skeletal hoglins would be passive but the skeletal piglins would be purely hostile.
