Energized Minecrarts(a minecart attachment)

Add an attachment item called Copper Conductor! it works by interacting with minecart while holding the item. and for the attachment to work the minecart needs to be struck by lightning. and the minecart would be charged and be able to move significantly faster than the normal minecart now you can implement faster minecarts. i can transport my villagers faster
