It's op. The spear + elytra combo. And not the fun kind of op.
On the surface, having a velocity => damage transition is cool, until you realize all late-game PvP will devolve into elytra firework spam. That's not rly fun to watch, and even less fun to be on the receiving end of.
So, what should we do? Nerf the elytra? Not so fast, as it's still a good transport utility, and (imo) that's all it needs to be. The salvation comes in another mechanic Mojang has added to the spear - the Lunge ability. Specifically, the way it does item damage to the spear when used.
What if the spear took item damage based on the player's velocity as well? This would still allow for several "burst attacks" with it, but they would have to be well-timed. The item damage can be exponential as well, but that's up to them to decide.
For an honorable mention, lets also talk about the most avoided armor enchant in PvP - Thorns. It practically shreds your armor durability, in return for what? Neglegible damage back and some kb? What if instead Thorns also dealt more item damage to the attacker's weapon? That way, you could make your opponent actually care about their sword / spear / mace durability.
