The jab is pretty weak and slow, the range doesn't compensate for it. It would be cool if the spear had the same damage as the shovel or pickaxe.
Now for the charge, it's SO OP with elytras + fireworks; easy to aim, hard to counter, even if you place blocks in front of you to protect yourself from it the spear still goes through walls and the damage from hitting a wall while flying is not much, specially compared to the damage that the spear deals. It should either have a damage cap or have a way to counter it or have a decent cooldown after a charge attack is done to avoid people charging again and again or hitting you numerous times with the same charge.
Maybe make the spear have more cooldown the more you held the spear in charge mode too? Or you can make charging various enemies with the same charge an enchantment? Anything to nerf the charge + elytra combo. Except for this and the Lunge enchantment the rest is fine and pretty balanced, good job with the spear so far!
