Toggle Snow Accumulation

As a builder, I am SICK and TIRED of having inconsistent snow on the roofs of my houses. It looks ugly and is quite an eyesore since slabs and stairs cannot accumulate snow. With this said, I feel that the appearance of this block should be toggleable with a /gamerule command. I hope i'm not crazy for asking this, but it seems reasonable. 

(Or just allow snow to accumulate on stairs, walls, slabs, and fences)
