Skeleton horses spawn from lightning in thunderstorms, and linger for a while before despawning. But now that they all burn in sunlight that takes away from their purpose. They'll all die in the morning if you sleep through a thunderstorm and the skeleton trap is gone.
My suggestions are:
1) revert the change back to pre-25w41a nerf. If needed to be consistent with Zombie Horses make those not burn in day either.
2) Saddles prevent burning in daylight as well as armor.
3) (combination with point 2) skeleton horses spawn with saddles or armor (depending on which prevents burning in daylight)
