There's too many issues with Spears not having a damage cap, and a very simple damage cap solves many of them:
- Prevents a common crafted weapon from being too powerful, especially when compared to a rare specialized weapon-- the Mace with its similar scaling mechanic.
- Unlike the Mace; Spears doesn't have the same requirement of timing a click and risking certain death on a missed hit from fall damage, because Spears automatically damages on contact as it was demonstrated.
- A damage cap will allow an actual mid-air Elytra combat without Spears one-shotting full Protection 4 Netherite the way Maces do, otherwise; it'll be removed just like how Elytra+Mace+Riptide synergy got removed, because Spears functions the same with its auto-damage on contact (and Mace is a rare weapon yet still got it removed).
- A damage cap will help differentiate the tiers much better; with the better material having a higher damage cap instead of currently where higher tiers just have slower charging recovery
A reasonable damage cap would be something like this without any enchantments:
- Netherite: 32 max Damage
- Diamond: 28 max Damage
- Iron: 24 max Damage
- Stone/Copper: 20 max Damage
- Wood/Gold: 16 max Damage
It's important to note that even the lowest max damage from an unenchanted Wooden Spear would be almost enough to 1-shot a Player, and it can do so to multiple Players in just a single charge.
Spears are still capable of a devastating but reasonable damage even if it's capped.
