Right now getting a conduit seems scattered. Heart of the sea are super common in buried treasure, even though it seems like it should be the rarer item. Nautilus shells are rare, especially in Java.
I feel like there could be more lore in tying the heart of the sea to ocean ruins, especially warm ocean ruins. It could be a rare item or maybe even a guaranteed item in a loot chest in large warm ocean ruins structures.
Especially with the new nautilus mob and drowned being tied to nautilus shells, it would add story to the ocean ruins. The drowneds guard the ocean ruins, which is the source of heart of the sea. You also have to kill the drowneds to get nautilus shells.
Thus getting a conduit would require exploring ocean ruins, which I feel like makes more sense, the remnants of some ancient underwater civilization that would have relied on conduits. That would give you extra reason to want to aquire a nautilus too, and give armor to it, for easy ocean ruin exploration to find a heart of the sea and get the conduit.
It would give players incentive to explore the ocean underwater besides just for archeology.
Leave sunken ships and buried treasure for early game loot. Iron, emeralds, gold, diamonds, and stuff like that, since they are pretty common.
