A togglable option to turn off enderman griefing WITHOUT turning on cheats

Enderman Griefing is a huge pain for survival builders, them picking up common blocks like grass destroys terrain over time. This is a very annoying feature that can be turned off with mob griefing, but doing that activates cheats and makes it so you cannot get achievements. Passive destruction of blocks is slowly being removed from the game, with features like the lightning rod, so why can't we turn off enderman griefing? Having this changed would be a really nice quality of life feature for players.
