Adds a new charged feature to copper armor and tools. When a player who is wearing or holding the item gets struck by lightning it would cause them to become "charged" and have an outline or indicator (similar to the enchantment glint) and tooltip to show it's current state. The copper armor or tools could potentially also attract lightning in a thunder storm when worn or held, but also when dropped on the ground as an alternative (and perhaps safer) way to charge the items.
A charged item gets one charged use before it loses it's charged status and returns to normal. For armor when you get by a player or mob it will activate and deal slight damage to them, for tools/weapons it would activate when you hit a player or mob and deal some extra damage. It wouldn't strike them with lightning, but just add some extra damage.
