Increase the 250mb server-side resource pack limit (Java)

Java edition dedicated servers have a hard cap on the size of Resource Pack the owner can apply. This is too small, especially for packs which intend to add a lot of custom sounds. This cap is at 250mb. Instead, I believe the limit should be 1GB, with a warning to players downloading it that the resource pack is very large if it exceeds 100mb (or the old 250mb limit).


This would allow for a lot of custom sounds and textures to be added.
