So first of all, I think we can all agree we shouldn't loose basically all our XP when we die, just a penalty but we can pickup most of it. We also need a way to store it, the best vanilla feeling way I can think of is a new enchanting bottle that the player can fill at 1 level per a bottle that gives you 1 level when you throw it on the ground.
Next I think we need a better way of getting enchantment books that isn't just either hopping you get something useful from an enchanting table, imprisoning villagers or going through structures for every book you need, I think instead add "spell books" in structures, different ones will give different enchantments, for example mineshaft ms would have efficiency spell books. When the spell books are placed on lecterns near an enchantment table, it will cause you to get that enchantment. It would still need bookshelves to get a higher level of that enchantment though.
I think a system like this will both be more rewarding and less annoying than needing to build a villager trading hall. It would encourage players to go exploring and add seriously useful rewards throughout the world.
Also some very specific enchantments can give some more quality of live improvements, like:
Soul bound to let you keep items that have that enchantment even if you die, though this would only be attainable from spell books you get in the end and your items would get damaged to still add some risk. I wanted to give a few more examples but Word count
