Rats are cool! It would be awesome to see rats that aren't hostile, only attacking you in retaliation. They would behave very curiously and venture to "investigate" noises and items dropped, but also apprehensively, running away from most mobs. Cats would scare rats away. Humorously, ravagers would be afraid of rats. In a similar fashion to silverfish, they might be able to hide in certain blocks, or they could bite through wooden fences and metal bars to make an escape.
Rats might spawn in plains, among other biomes, and caves. Abandoned villages and mineshafts might also feature plenty of rats. They would be most active at night and in dark places. Like foxes, they would venture to villages at night to destroy crops and steal food items from chests.
Rats could be tamed and carried on your shoulders, much like parrots. It would be really cool if you could teach rats "tricks": i.e. they would pick up items from the ground, and by repeatedly giving treats to a rat when it holds a certain item, it will learn (indicated by special particles) to give you this kind of an item, expecting a treat. Maybe with some more elaborate mechanics, they could be used in contraptions. I feel like rats might somehow be used to help you find chests you haven't looted, but I am not sure on the specifics.
Lastly, it would be funny if a rat had a tiiiny chance to grow to a comically large size.
