Ruined portals should serve as an environmental tutorial for new players, teaching them how to build a nether portal.
But currunt ruined portals generate with crying obsidians, preventing simple repairs from making the portal work. This confuses new players and hinders the goal of teaching portal building.
If crying obsidians in the ruined portal was meant to prevent quick nether entry, then that purpose has been defeated, as players who understand how portals work can easily build portals with buckets without the ruined portal.
If the ruined portal in the overworld doesn't have Crying Obsidian, new players will be able to understand how portals work simply by fixing the portal.
I think it's okay to have crying obsidians for ruined portals in the nether, as they are only accessible to players who already understand how portals work.
I tried making a data pack where the ruined portals would spawn without crying obsidian, but it seemed like the crying obsidian spawning in ruined portals wasn't something that could be fixed with a data pack.
