Addition of a wither skeleton horse

A new variant of the skeleton horse with an extremely rare chance to spawn. One or two wither skeleton riders can spawn at a time, each riding their own wither skeleton horse. These skeletons shoot flaming arrows, making them a great challenge for the player. This horse can walk or sprint effortlessly across soul sand and is completely immune to fire.
