Green torches should be able to be underwater

It would add an unique feature to the copper torches that would cause the players to want to use it voluntarily. It also would be the first early game underwater light source

    Could make the light level lower when its underwater so it doesn't take away from the benefits of the conduit.

    This idea doesn't make sense. The copper nugget doesn't protect the flame; it only changes it's color. It reflects real life in this way.

    Btw, if you want an early-game underwater light source, try lanterns, either iron or copper.
