Rare villager books alongside common and special level

The biome locked books are an interesting mechanic however not all of them should be biome specific or if they are, not limited to a specific biome. Special books can stay the same, common books should be able to be found with any villager, and rare books can only be found from 2 different villagers. At expert level and a rare chance for journeyman villagers to have it, they should sell a rare level book, each villager would have 1-3 possible books that they can sell for a rare level trade, and these books would be able to show up across 2 different types of villagers, so they arent completely biome locked. Ie. both jungle and desert villagers can sell thorns. And have about half of the available enchantments be rare or special and half stay as common and wont be biome locked at all. This feels like a nice middle ground between the 2 extremes we currently have
