Waxable Shelfs

The idea of this change would be that the player can now wax shelfs to preserve and not allow any changes to the shelf storage. After a shelf is waxed, no new item can be placed in it and the ones that have been already in it can't be taken out (neither player interaction, nor hoppers).

This could also give the opportunity to make shelfs be locked in the powered mode. For example, after you power a shelf with redstone, then wax it and then remove the power source, the shelf will keep its powered state and could be only changed via breaking the block
