Shelf comparator signal improvement - above 7 strength

As of 25w31a the shelf produces a 3 bit binary / 7 strength signal with the comparator. Awesome and revolutionary!! This signal currently ignores if the shelf is powered, excluding a possible 4th bit. I suggest, when the shelf is powered the comparator signal will have +8 strength unlocking full 0-15 comparator output and 4 bit binary.
