Shelves Should Let Light Pass Through

I think that shelves in front of light-emitting blocks should let that light shine through, like trapdoors. I can somewhat understand why stairs and slabs block light, but shelves are far more similar to trapdoors than stairs and slabs in terms of building opportunities. I think it just makes better sense to let light shine through them rather than having shelves block light.
