Observer must react to the refilling and emptying of items in the Shelf

In the last Bedrock snapshot, the observer saw every interaction with the shelf. In the new Java snapshot 25w31a, the observer does not respond to manual or automatic changes to items on the shelf.
Fix it so that the observer interacts with the shelf not only when the shelf becomes activated/deactivated by redstone.
