Bring back SpawnChunkRadius Gamerule

For 25w31a you got rid of SpawnChunkRadius game rule.  This is going to break a lot of worlds when they update - bring this back servers especially depend on this

    /forceload is clunky, non intuitive, and im not going to portal spam on my server.  its easier if im having issues to just lower the radius.  the way it is now i can just tell my players "hey x amount of chunks are loaded from spawn" with this, stuff can be missed, and i have to give them coordinates which is just a pain for everyone
