Allow player glow to be colored in any way.

Essentially, instead of relying on team colors to determine the color of a player's glow (when they have the glowing effect), allow it to be changed per player. Also allow them to be changed into hex colors instead of the main 16 colors.

Also, PLEASE don't force it to change the nametag color (like teams do), it is just annoying for server creators and data pack makers alike.
