The blizzard wizard would spawn in chilly areas, like a witch. He’d also look like one, as a light blue skinned, evil villager in a furry coat. He would summon storms of snowballs at you, try and freeze you with a powdered snow bucket, naturally have the frost walker effect, and use 2 more new items. He’d drop snowballs, a powdered snow bucket, leather armor, frost walker books, and the following potential new items he’d use to attack you.
Icicles: he’d throw these in an arc to make them fall on your head, kind of like an iceologer. These would be dripstones that melt when it’s too bright, becoming falling water particles that can extinguish fire and damage blazes. And they’d sublimate in the nether. Blizzard Wizard’s main attack.
Frost horn: he’d use it just like a player would has it: take a deep breath (this is charging your attack like a bow, and you must charge it fully) to blow in the direction of your target through the horn, making your breathing a blast of icy wind, affecting anything it hits with slowness and blowing them back, and putting snow layers on the ground. It keeps going through entities until it hits a thick wall. It’s also slow enough that if you’re at a distance and know it’s coming, you can dodge it. 8 block range in the nether. He’d also appear in snow biome patrols, either 2-3 of them, or 1 with pillagers. And he’d spawn in raids on snowy (or regular) villages.
