Foreman Villager

A Foreman Villager would be a new villager type that trades construction and mining items (rails, minecarts, scaffolding, etc) this could help fix a large issue with minecarts and rails being too expensive to be useful in any way. it could also provide players who may struggle to find a biome with bamboo with an easier way to obtain scaffolding.
