Make Iron ore More rarer to have use for copper tools and more

Since they're adding Copper Tools and Armor, iron is still too easy to get so people are just gonna skip Copper Tier straight to Iron Tier so i propose an solution.
Make Iron ore more rarer and only spawn in caves below Y=40. also replace the iron ore spawn in mountains for copper ore to incentivize people to craft copper tools and armour before they find iron to upgrade.
Next thing is to make iron ingot more rare in loot tables (excluding iron from nether loot table) and if possible, replace some iron ingots in loot table to copper ingot.

Now that Copper is more abundant than Iron, make Copper Pickaxe mine more ores like: Gold, Emerald and Redstone to incentivize players to upgrade to Copper from Stone since they can mine more ores than with Stone (still Copper Pickaxe can't mine diamond).
Also make Copper Tools and Armor Oxidize for Cosmetic purpose.

  maybe make iron spawn on the TALLEST mountian ranges since it's a challenge getting up there in the first place instead of delating all iron above y=40

  Great idea overall. However, instead of allowing copper pickaxes to mine higher-tier ores, stone pickaxes shouldn't be able to mine iron anymore. This would mean players would have to upgrade from stone to copper tools in order to get iron. The pickaxe progression would look like:
  Wood > Stone > Copper > Iron > Diamond
