Flat world to Unflat world

Hi I was wondering if the option to sudden change you're Minecraft world to a flat one, or to change a flat Minecraft world to a unflat one would be possible without affecting the structures you built, or just a tool accessed in creative mode for that purpose, also please add it to Console please, I'm a Xbox user
