Most players skip leather and gold and go straight to iron armor and tools in a new playthrough. If copper armor and tools are worse then Iron, then copper armor/tools will suffer that same fate once the hype fades.
For the new copper equipment to see actual use, I believe their effectiveness should be on par with iron. This can set precedent for more armor/tool sets in the future that can be alternative options for the progression tiers we have, such as emerald which could be on par with diamond, etc. Functionally becoming aesthetic choices of material rather then being progression tiers that get skipped.
