Anything below iron tier (include copper pickaxe) can't mine deepslate ores

Slight nerf for all beginner tier pickaxes like Wooden, Stone & Copper. They can still mine every ores but not for deepslate ores.

    This nerf make no sense, you can mine regular iron ore and the deepslate with stone pickaxe, so what is making deepslate iron ore can't be mined?

    I'd love if deepslate (deep caves) were harder or scarier until you had decent gear, but you only need 3 iron for a pick and iron ore is all over the place at Y=0.
