Copper is a very soft material, like gold. Historically, copper and more advanced bronze tools were not used in the form of agricultural tools due to durability issues, so stone agricultural tools were used even during the Bronze Age.
If copper tools have slightly lower durability than stone tools but are more efficient and deal more damage, it would give players a choice between efficiency and durability.
This approach will not simply make copper tools superior to stone tools, but will provide an opportunity to choose between stone and copper tools depending on the situation.
