Block changes for different weather

Blocks change depending on weather, like when it rains some blocks look wet or when it snows some blocks look frosted over. Stuff like block wet quality and if you want one on and the other off or just shut it off all together different settings for better performance. would add to the realism and can be changed in vibrant visuals visual settings.
